Permits & Placement
Do You Need a Permit for a Dumpster in Hendersonville, NC?
When a dumpster placement permit is (and isn't) required across Hendersonville and Henderson County, NC, including the Village of Flat Rock vs. East Flat Rock distinction. Call (828) 845-7494.

The short answer is: almost never, if the container sits on your own driveway or private property. Permits become relevant only when a container has to sit on a public street or right-of-way, and even then the process is usually a quick call to the right local office. Here's how it actually works across Hendersonville and the rest of Henderson County.
Private property: no permit needed
The large majority of our deliveries — a driveway, a courtyard, a construction site, a commercial lot — need no permit anywhere in Henderson County. What matters more is whether the surface can bear the weight and whether our truck can physically maneuver into position, which is exactly what we ask about on the phone before we dispatch a driver.
Public street or right-of-way placement
If a container genuinely has to sit on a public street — a tight downtown lot with no driveway, for instance — that's when a temporary placement permit usually comes into play. The office to check with depends on where the address sits:
- Inside Hendersonville city limits: the City of Hendersonville's own offices.
- Fletcher, the Village of Flat Rock, Laurel Park or Mills River: that town's own municipal office, since each is separately incorporated with its own rules.
- East Flat Rock, Etowah, Horse Shoe, Dana, Naples or Edneyville: Henderson County's own office, since none of these communities has a town hall of its own.
One name worth double-checking: Flat Rock
The Village of Flat Rock and East Flat Rock are two genuinely different places a few miles apart that happen to share part of a name. The Village of Flat Rock is its own incorporated municipality, home to the Carl Sandburg Home and the Flat Rock Playhouse, with its own government and its own permit office. East Flat Rock has no government of its own and is served directly by Henderson County. If your address is anywhere near either one, tell us which specifically — "Village of Flat Rock" or "East Flat Rock" — and we'll confirm the right office before you book, rather than assume.
HOA and subdivision rules
A good number of Henderson County neighborhoods sit inside HOA-governed subdivisions with their own placement and time-limit rules layered on top of whatever the town or county allows. Check your HOA's covenants before booking if you're in one, and let us know if the container needs to stay tucked out of street view — we can usually place it tight to a garage or side yard.
Digging before delivery
If your project involves any digging or footing work — fence posts, a new driveway, landscaping — call NC 811 first so underground utility lines get located before anything breaks ground. It's free, it's standard practice on every job site we deliver to, and it takes the guesswork out of what's buried where.
The bottom line
For the overwhelming majority of our customers, permits simply don't come up — the container sits on private property and that's the end of it. When it does come up, it's a short phone call to the right office, and we'll help you figure out which one applies. Questions about your specific address? Call (828) 845-7494 and we'll walk through it.
